INTRODUCTION

The Family Health Services Bureau, Public Health Division of the Health and Social Services Department is recruiting for regular and extra-help positions.

The eligible list established from this recruitment will be used to fill part-time and full-time regular, limited-term or extra-help positions as vacancies occur or the need arises.

THE POSITION

To perform psychiatric evaluations and diagnoses of assigned clients; to develop, monitor, and evaluate appropriate treatment plans including psychotherapy and/or psychotropic medication strategies for in-house and out-patient clients; to perform and monitor a variety of administrative tasks/functions in support of assigned program areas/division services; and to act as a positive and cooperative team member and resource within the Health and Social Services Department.

These job classifications perform highly responsible and specialized professional functions and tasks in a very independent manner. Administrative direction is received from a member of senior management. Employees in these job classes may provide administrative direction to professional level contractors and/or private service providers as well as assigned County staff. These job classes may have programmatic, clinical, and administrative responsibilities. These job classes require high degrees of professional level knowledge and expertise as well as excellent organizational and communication skills.

EXAMPLES OF DUTIES

1. Performs psychiatric evaluations of clients mental/emotional health status and develops appropriate treatment/therapy plans based on diagnoses of symptoms and behaviors.

2. Prescribes appropriate psychotropic medications based on clients diagnoses and psychiatric evaluations; monitors clients reactions, relief of symptoms, and degree of side effects on a regular and on-going schedule.

3. Oversees and monitors the work of in-house and contract clinicians and therapists; reviewing success and appropriateness of treatment plans and prescribed medications; modifying treatment plans and prescribed medications in response to clients needs and symptoms.

4. Participates in a variety of meetings and conferences with other staff members/service providers regarding client care, program services, and other administrative matters; acts as professional resource to other staff, service providers, and/or programs regarding psychiatric illness, diagnosis, treatment, and services available.

5. Supervises, oversees, monitors, and participates in the establishment and maintenance of sensitive and confidential medical records, prepares a variety of reports and records, and maintains documentation of client contact in accordance with departmental and statutory regulations and procedures.

6. Counsels assigned clients: discusses treatment options with clients and provides necessary information for educated decision-making process.

7. Represents Mental Health Division/assigned program area(s) to other agencies/organizations, local communities, professional groups and committees, schools, clients, and the general public; acts as primary and major resource regarding professional services/assigned program(s); responds to inquiries; and promotes the Divisions mission and goals.

8. Establishes and maintains open communications with other department/division programs, projects, and work teams; coordinates data and resources as necessary and upon request in support of a productive and positive working environment.
EDUCATION AND EXPERIENCE

Some professional level experience performing responsible psychiatric evaluations and treatment of clients from diverse cultural and ethnic backgrounds which demonstrates possession of a competency in requisite knowledge and abilities. Typical qualifying education and experience would be:

1. Graduation from an accredited medical school in the United States or Canada. and
2. Successful completion of a three or four year psychiatry residency program that is accredited by the Accreditation Council for Graduate Medical Education (ACGME) and
3. Possession of a valid license as a physician and surgeon issued by the state of California. and
4. At least two years of professional experience providing psychiatric counseling and evaluations of clients.

BENEFITS

SALARY POLICIES - The starting salary is ordinarily the first rate shown on the front of the announcement. Salary advancement is authorized after satisfactory completion of additional periods outlined in the employees memoranda of understanding or the Countys Personnel and Salary Resolution. Longevity, shift differential, bilingual, call-back and stand-by pay maybe available for some job classes.

HOLIDAYS Regular and limited-term employees receive 12 paid holidays per year.

ANNUAL/SICK LEAVE - Regular and limited-term employees accrue vacation leave at the rate of ten days per year. After a certain period of continuous service, employees accrue vacation time at a higher rate as outlined in the employees memoranda of understanding or resolution. Regular and limited-term full time employees accumulate 12 sick leave days per year.

RETIREMENT - The County is a member of the Public Employees Retirement System (PERS), and benefits are coordinated with Social Security. The County has reciprocity with all State PERS and County 1937 Act Retirement Systems agencies. PERS retirement for miscellaneous employees is based on a formula of 2% @ 60.

HEALTH BENEFITS - Employees and their dependents are eligible for vision and dental insurance with 100% of the cost paid by the County of Solano. The County also participates in a cafeteria medical plan administered by PERS HealthCare (eligibility is dependent upon job class).

OTHER BENEFITS Employees may also elect to participate in deferred compensation, credit union, life insurance, and flexible spending plan. All County employees are eligible to purchase auto and/or home owners, renter insurance from Liberty Mutual Insurance. An Employee Assistance Program is also provided.

EXTRA-HELP - Extra-help employees do not receive or accrue benefits of regular employees during their period of employment.

CONDITIONS OF EMPLOYMENT

EXTRA-HELP An employee appointed to an extra-help position must meet all the requirements of the corresponding regular position. Extra-help employees cannot work more than 999 hours in the fiscal year. Extra-help employees are excluded from civil service and do not have rights to regular or continued employment.
